Sir,
With reference to your letter of the 32nd instant,
683438/16, in which you transmitted copy of
correspondence relative to the transhipment of raw silk
and silk waste consigned from Canton to destinations in
France, the United States of America and Russia, I am
instructed by the Director of the War Trade Department
to state for the information of Mr. Secretary Bonar Law
that it is observed that the question does not arise
so far as France is concerned.

As regards the United States and Russia, Lord Emmott
is of opinion that general authority might be given to the Governor to allow transhipment provided he is
satisfied as to the destination of the goods.
